On the concept of developing model-algorithmic software for a digital decision support system for the technical condition assessment of a ship hull

Abstract

This paper presents a review study on the problem of timely and reliable assessment of the technical condition of the hull of a dry cargo displacement vessel intended for inland and mixed (river-sea) navigation. The evolution of approaches is considered, from classical methods regulated by the rules of the Russian Classification Society (RCS) to modern probabilistic and risk-oriented computational models. Based on the results of the study, the need to develop model-algorithmic support for a digital decision support system (DSS) for assessing the technical condition of the steel hull of a dry cargo displacement vessel during its survey is substantiated, integrating the results of instrumental monitoring, retrospective data on hull wear, and expert judgments. The choice of a combination of the analytic hierarchy process (AHP) with multiplicative convolution is justified as an adequate tool for aggregating independent heterogeneous indicators of wear and vessel operating conditions. A concept of software-algorithmic support for a digital DSS is developed, including a three‑level hierarchy of criteria, a pairwise comparison procedure for experts, and normalization of partial indicators. The proposed approach is aimed at increasing the objectivity of surveys of the steel hull of a dry cargo displacement vessel for inland and mixed (river-sea) navigation and potentially extending its safe service life.
